What services exactly does Accatel sell?

Accatel sells wholesale voice minutes to carriers as well as retail services to individuals and companies.

Is Internet telephony regulated?

The FCC has said that it currently considers Internet telephony an enhanced Internet service and as such will not regulate it. The most recent FCC statement in the US has said that it will not charge Internet Service Providers for contributions to the Universal Service Fund at this time. This could change, but there is currently no rule.
There are some countries where Internet telephony requires a license, and some where it is not allowed. Please check the regulatory situation in your country before purchasing a gateway and applying to terminate minutes with Accatel.

Does Accatel have any regulatory approvals?

Yes. Accatel has been issued by the US Federal Communications Commission (FCC) a Section 214 license. The approval of the application can be found here.
